“Russia’s reorganization of Wagner Group forces under Ministry of Defense control constitutes a deliberate effort to evade accountability while maintaining destabilizing operations globally. Designating Africa Corps, Redut PMC, Patriot PMC, and other successor entities as Foreign Terrorist Organizations would ensure these groups are subject to the same consequences as their predecessor. The HARM Act 2.0’s focus on Russian paramilitary activities in Venezuela and the Western Hemisphere is especially significant. Moscow’s expanding presence in the region presents a direct threat to regional stability and U.S. national security. FDD Action fully endorses this legislation and urges members of Congress to support the bill.”
