FDD Action Marks Fourth Anniversary of Russia’s Invasion, Reiterates Call for Congressional Action

Bipartisan Legislation Would Target Russian Oil Revenue, Seize Sovereign Assets, Designate Russia a State Sponsor of Terrorism, and Sanction Wagner Group Successors

Washington, D.C. — FDD Action today marked the fourth anniversary of Russia’s full-scale invasion of Ukraine by calling on Congress to pass critical bipartisan legislation that would dramatically escalate economic pressure on Moscow.

Four years into the largest land war in Europe since World War II, Russia continues its brutal assault on Ukraine’s sovereignty, civilian infrastructure, and population, including the kidnapping of more than 19,000 Ukrainian children. Despite the courage and resilience of the Ukrainian people, the Kremlin has faced insufficient economic consequences to compel a meaningful change in its behavior.

FDD Action urges Congress to take immediate action on four pieces of bipartisan legislation that would close critical gaps in U.S. sanctions policy and raise the costs of Russia’s continued aggression.

“Four years ago today, Vladimir Putin launched the most devastating military assault in Europe since World War II. Since then, Russia has systematically targeted civilians, destroyed critical infrastructure, and kidnapped thousands of Ukrainian children in what amounts to a campaign of terror against an entire nation,” said Daniel Vaynshteyn, Associate Director of Government Relations at FDD Action. “Congress has the tools to make Russia pay a far steeper price for its aggression. These bipartisan bills would cut off the oil revenue funding Putin’s war machine, seize Russian sovereign assets to support Ukraine’s defense and reconstruction, hold Russia accountable as a state sponsor of terrorism, and dismantle the Kremlin’s global network of mercenary proxies.”
