The bill would set clear, time-bound milestones for reviewing and adjudicating Direct Commercial Sales (DCS) cases for a prioritized list of countries. That would bring greater transparency and efficiency to these reviews and help keep the United States the defense partner of choice.

Why It Matters
- Licensing delays push allies elsewhere: Today, the State Department reviews all DCS license applications case by case, with no priority for key U.S. partners. This creates costly delays, uncertainty for allies, and risks to U.S. national security. When decisions are unpredictable, allies hedge toward other suppliers and U.S. producers hold back on investment. The ITAR Licensing Reform Act replaces this slow process with firm deadlines so partners can count on timely decisions.
- Decision deadlines are needed: The ITAR Licensing Reform Act requires the State Department to develop and maintain a priority list of countries and end-users for which expedited licensing is vital to U.S. national security, and to submit that list to Congress each year. The bill then sets deadlines to approve, return, or deny applications within 45 days for those priority partners and within 60 days for all others. It also requires a semiannual report to Congress on any application that misses a deadline, building in accountability.
- Make recent reforms law: The ITAR Licensing Reform Act would codify President Trump’s Executive Order 14268, Reforming Foreign Defense Sales to Improve Speed and Accountability, which aimed to increase transparency, speed, and predictability across the foreign defense sales process. Putting these deadlines in statute makes the reform durable across administrations rather than dependent on a single executive order.
- Speed strengthens deterrence: The United States faces coordinated pressure from China, Russia, Iran, and North Korea, and it increasingly relies on partners to defend shared interests. Getting American arms to trusted allies without unnecessary delay reinforces deterrence and lets the United States protect its interests without deploying U.S. troops.
