Why It Matters

  • The IRGC has been the backbone of Iran’s global terror network for over 45 years, training and funding terrorist proxies like Hezbollah, Hamas, Palestinian Islamic Jihad, and the Houthis. The United States designated the IRGC as a Foreign Terrorist Organization in 2019, and Canada followed suit in 2024. It is past time for the European Union to join this global effort.
  • The IRGC’s Quds Force has orchestrated dozens of assassination plots and terrorist operations on European soil—including in the Netherlands, Sweden, Denmark, France, Germany, Bulgaria, and Cyprus. Multiple EU member states have arrested or expelled Iranian officials involved in these plots, yet the EU continues to sanction only individual IRGC members rather than designating the entire organization as a terrorist entity.
  • The IRGC is directly threatening European security by providing hundreds of lethal kamikaze drones to Russia for use in its illegal war against Ukraine, with plans to build a drone factory in Russia capable of producing thousands more. This Iranian support for Russian aggression makes IRGC designation a matter of urgent European national security.
  • The European Parliament has repeatedly voted overwhelmingly in favor of designating the IRGC as a terrorist organization—most notably with a 598-9 vote in January 2023—demonstrating broad European support for this action. By making EU designation a diplomatic priority, the United States can help overcome political obstacles and ensure the transatlantic alliance presents a united front against Iranian terrorism.
